Learning culture is an environment where everybody loves to study and interested in gaining new knowledge. So, everybody is busy in learning-related-activities such as study in group, answer past year questions and consult with the teachers especially when the examination is a few weeks from now.
As far as I concern, this culture seems to be rare to the students. Don't they realize that they have a very limited time to cover the whole syllabus before the exam or they really don't bother about it. Someone has to wake them up and I believed that the teachers had played their roles to remind them to study, study, study..
If they know what will be in the future, they do not act like this.
